The Cebu Consular Agency provides the following services by appointment only:

  • Consular Reports of Birth Abroad (CRBA)
  • First-time U.S. passports (adults and minors)
  • Passport renewals (minors)

How to Book an Appointment

Appointments for Cebu are handled through the evisaforms.state.gov system. When booking, ensure you select the correct postcode for Cebu: MN2.

The "No Appointments" Problem

Because the Cebu agency is smaller than the Manila embassy, it has fewer available slots. It is common to see the calendar "greyed out" for three months at a time.

Required Documents for Cebu

  3. Physical Presence: Evidence that the U.S. citizen parent lived in the U.S. for the required period (transcripts, tax records, etc.).
  4. Forms: A completed DS-2029 (usually submitted via eCRBA).
